This April 30, 2013 file photo shows the short form for the new federal Affordable Care Act application in Washington.

The federally run online insurance portal for Pennsylvania that's newly open under President Barack Obama's signature health care law appears to be up and running.

Tuesday was to be the first day that people could see information on the 56 health plans available to Pennsylvanians, such as rates and networks, and start shopping.

Coverage under the plans begins Jan. 1.

Earlier in the day heavy traffic on the site had shut it down.

    The website is healthcare.gov.

Employees of Independence Blue Cross converged on four of Philadelphia's main train transit hubs to distribute information and answer questions about the exchange.

One man getting information, Ralph Kellum, says he knows a lot of people who will be interested in getting insurance after being unable to afford it because of pre-existing conditions.
