1 Philly Narcotics Officer Released, Another Remains in Jail

One of the six narcotics officers charged with robbing and beating drug suspects was released on Tuesday. According to the U.S. Attorney's Office, Michael Spicer was granted bail. Meanwhile the alleged ringleader will remain in jail at least another day awaiting a bail decision.

Thomas Liciardello (lik-er-DEL'-oh) is accused of dangling one suspect over an 18th-floor balcony to get the name of a drug supplier, and violently beating others.

Prosecutors in court Tuesday said he is responsible for 15 gunpoint robberies, and fear he will intimidate witnesses if released.

But defense lawyer Jeffrey Miller said his 38-year-old client is a decorated officer and devoted father.

U.S. District Judge Eduardo Robreno is delaying a decision until the hearing resumes Wednesday.

Four other co-defendants Linwood Norman, John Speiser, Brian Reynolds and Perry Betts -- were granted bail last week.

The six officers were indicted in July following a two-year investigation between federal authorities and Philadelphia Police.

They are accused of stealing more than $500,000 in cash, drugs and property.

All of the men have pleaded not guilty.
