Gen. Ray Odierno will announce new troop withdrawals from Iraq.

The top U.S. general in Iraq plans to send home 4,000 troops by October and then cut American forces from 120,000 to 50,000 by next summer if all goes as planned, according to reports.

"As we go forward, we will thin our lines across Iraq in order to reduce the risk and sustain stability through a deliberate transition of responsibilities to the Iraqi security forces," Army Gen. Ray Odierno will tell Congress Wednesday, The Associated Press reported.

The move to wind down the war in Iraq would free up resources should President Obama decide to boost troop levels in Afghanistan.

But as Iraq preps for elections in January, Odierno is expected to warn Congress that Arab-Kurd tensions remain a significant challenge.
