Police Arrest Man Accused of Shooting, Killing Mom, Injuring Daughter

Police made an arrest in a shooting that killed a Wilmington mother and injured her 4-year-old daughter as well as another woman.

Tyler Carter, 21, of New Castle, Delaware is charged with the murder of 25-year-old Latrice Blackshear.

Witnesses told NBC10 Carter was arguing with Blackshear's boyfriend outside her home on North Washington and 7th Streets shortly before 2 p.m. Monday. Blackshear was getting ready to take her two children to a nearby store when Carter took out a gun and opened fire, according to witnesses. 

Blackshear, her 4-year-old daughter and 51-year-old friend Marta Wright were all struck in the shooting as Carter fled the scene, police said. A witness told NBC10 Blackshear's 9-year-old son, who was unharmed, ran down the street and screamed, "My mom got shot! My mom got shot! My mom is dead!"

"When I got to him he was saying, 'My mom was shot and my sister. Can you get to my sister?'" said Misty Allen, Blackshear's neighbor. "For a kid to witness their mother being killed?! That's hard for anybody." 

Blackshear, who was struck in the upper torso, was taken to Christiana Hospital where she was later pronounced dead. Her daughter was taken to the Wilmington Emergency Room where she was treated for a gunshot wound to the leg. She is currently in stable condition. Wright was taken to Wilmington Hospital where she was also treated for a gunshot wound to the leg. She is also in stable condition.

On Wednesday Carter was apprehended by U.S. Marshals at the Oak Tree Apartments in Newark, Delaware around 1 p.m. He is charged with murder, robbery, assault and other related offenses.
