South Jersey Contractor Rips Off Customers: Police

A South Jersey contractor was arrested Tuesday after he allegedly ripped off several customers.

Francis Kelly, the owner and operator of B Kelly Construction, LLC, turned himself in to Greenwich Township Police and was charged with failure to make required disposition of property received.

Investigators say Kelly was hired by a Greenwich Township couple to perform major home renovations in November of 2013. After receiving more than $40,000 from the couple, Kelly never completed the job, according to police. Police say subcontractors hired by Kelly told the couple Kelly never paid them for the limited job that was done.

Kelly was released after posting bond on $75,000 cash bail.

Kelly was also arrested for the same crime last month after receiving more than $33,000 from a township resident in May of 2013 to demolish and rebuild a home. Kelly never did any work on that job either, according to police.

Since that first arrest, at least five more people have come forward claiming they were victims of Kelly and his company. One victim told police Kelly took insurance money from Hurricane Sandy without doing any work. In all, Kelly scammed his victims out of more than $100,000, according to investigators.
