Nutter offers $13M for neighborhood businesses

While Washington, D.C., debates (and debates) the details of a proposed stimulus package to offset the downward spiral of the nation's economy, Mayor Nutter announced yesterday a $13 million plan of his own to jump-start city businesses and neighborhoods.
