Dow Chemical Co., which is locked in a bitter merger controversy with Rohm & Haas Co., broke one of the longest streaks in business yesterday when it slashed its cash quarterly dividend 64 percent to 15 cents a share. Dow's quarterly payout had been 42 cents.
