West Chester Combats Partying With Quiet Zones

Shh! Keep it down, West Chester!

The college town installed the first of 240 quiet zone signs as part of a new effort to crack down on partying. The signs tell people of a quiet zone in effect between 9 p.m. and 7 a.m., with the threat of a $250 fine.

The installation began Tuesday, and Borough Manager Ernie McNeely says all the signs will be up in the coming weeks. The borough is home to West Chester University.

Borough council approved the signs last month. West Chester councilman Jordan Norley pushed to get the signs up so the noise in the neighborhoods goes down.

“When you're at college you're an adult and you mentally have the capacity to say ya know other people sleep here at night so ya know let's keep it down that's all,” Norley told NBC10’s Tim Furlong.

But some students say the measure is not fair.

“I would say there is a lot of gray area, it's hard to prove who is being loud and whose not,” said Derrick Taylor.

The borough has a broad definition of a noise disturbance that includes any noise that endangers, disturbs or injures other people, or is likely to do so, or one that creates or is likely to create a nuisance.
