Russian-Born Student Set for Federal Bomb Plea

A Russian-born college student is expected to plead guilty to charges that he built bombs without a license in his central Pennsylvania apartment.

Federal prosecutors in Johnstown last month filed the charge against 18-year-old Vladislav Miftakhov after months of negotiations with his federal public defender, who did not immediately return messages for comment Thursday.

Miftakhov was a Penn State-Altoona student from San Carlos, California. He's been jailed since local police acted on a landlord's tip that he was growing marijuana in his off-campus apartment and also found bomb-making materials there Jan. 24. Federal authorities took over the investigation because of the explosives.

Miftakhov's attorney has said his client didn't intend to harm anyone with the bombs.

Online court records show he's agreed to waive indictment and plead guilty Thursday in Johnstown.
