Second Typhoon in Eight Days Ravages Philippines

The second typhoon in eight days swept through the Philippines early Saturday, toppling power poles and trees and pouring heavy rain onto the already-flooded Filipino streets in the northern section of the island region.

Typhoon Parma struck the provincial Filipino capital of Tuguegaroa, local officials said, packing winds up to 108 mph. Another typhoon struck Sept. 26, triggering the worst flooding in 40 years in the country and killing 288 people.

The main Filipino island of Luzon is still flooded, local officials said. North of the Philippines, Taiwan evacuated villages in Parma's path.

Forecasters in the Philippines warned the storm could cause tidal surges "similar to a tsunami" along the eastern coast of the islands.
