Delaware's governor was looking at ways that his state can preserve its plan to balance the books by offering sports wagering after a court has ruled its proposal violates a 1992 federal ban on such bets.
Before Monday's decision by a federal appeals court, Delaware had planned to start taking bets next month. Governor Jack Markell said his administration is reviewing its legal options and planning to still offer limited wagering.
The plan was opposed by the professional sports leagues and the NCAA.
Delaware is exempt from the federal ban on sports betting because it once ran an NFL sports lottery in 1976 that required multiple bets, on at least three games. The leagues argued, however, that the exemption does not allow Delaware to offer bets on single games, or on sports other than professional football.
