Philadelphia Adopts New Rules Limiting Tobacco Sales in Neighborhoods

City officials are trying to reduce cigarette sales in residential neighborhoods with new regulations

Philadelphia has adopted new rules that limit the sale of cigarettes and tobacco.

The regulation to issue permits adopted Thursday by the city's Board of Health will use census figures for "commuter-adjusted daytime population" instead of residential population beginning Feb. 15.

More retailers will be permitted to sell tobacco permits in the city's center where there are more workers during the day while fewer retailers will get permits in residential neighborhoods.

Health Commissioner Thomas Farley said it seemed appropriate from a business perspective, and we saw also that there was some public health benefit, too.
