Ex-Associate Dean Jailed in $3M Billing Scheme

A former associate dean of Temple University's School of Medicine is in custody after a jury
convicted him Monday in a $3 million false billing scheme.

Federal prosecutors say Dr. Joseph Kubacki billed Medicare and private insurers when eye clinic patients were instead treated by medical residents.

They say the ophthalmology school chairman drank on the job and billed for visits when he was out of town -- once to consult for the Justice Department in Washington.

Defense lawyer Judson Aaron isn't commenting on the verdict.

He argued in closings that the 62-year-old Kubacki had no motive to file phony bills, because he earned his pay for running the department, not seeing patients.

Kubacki was recently living in Destin, Fla.

A judge revoked his bail after the 150-count conviction.
