A Philadelphia developer's plan to re-do Atlantic City's Pier Shops complex is back on.
Bart Blatstein bought the oceanfront shopping, dining and entertainment complex for $2.7 million last fall, but ran into legal resistance from Caesars Entertainment that was only recently settled.
The complex cost $200 million to build.
Blatstein's Tower Investments will announce plans for the site at a news conference on April 1.
He said last fall the project would not include gambling. Four of Atlantic City's 12 casinos shut down last year.
