New Castle County police say they've arrested a man who was following children around and touched one child on the head at a Newark apartment complex.
Police say 27-year-old Richard Harrison was arrested on Friday. He lives in the complex where the incident took place.
Neighbors called police to report that a man had been following children, investigators said. The neighbors told police that when they confronted the man, he fled into an apartment.
Charges against Harrison include two counts of harassment and one count of offensive touching. He's been released on bail and ordered to have no contact with the two alleged victims.
Police say they are concerned that Harrison may have done the same thing to other children. Witnesses are asked to call police.
