Rallies Before Soda Tax Vote

Groups against Philadelphia Mayor Jim Kenney’s proposed sugary drink tax will meet outside Philadelphia City Hall Wednesday as city council members prepare to vote. A council source says there are enough votes for the proposal to pass.
