Philadelphia Police to Change Reponse for Mentally Ill People

After Philadelphia police shot and killed Walter Wallace Jr., a man who was armed with a knife and mentally ill, city officials say they are changing training and adding staffers. NBC10’s Mitch Blacher reports.
