Police Arrest Man, Woman Accused of Impersonating Officers While Robbing Victims

Officials arrested a man and a woman accused of impersonating police officers while robbing one victim and trying to rob another in South Philadelphia last month. 

Terrance Jacobus, 48, and Kelli Rowan, 28, are charged with impersonating, robbery, criminal conspiracy, theft and other related offenses.

On Nov. 29 around 4:30 a.m., Jacobus and Rowan were inside a silver Nissan sedan and pulled up to a 23-year-old woman on 4th and Jackson streets, according to investigators. Jacobus flashed a badge and then yelled that he was going to arrest the woman, officials said. The woman then fled the area.

Around two hours later, Jacobus and Rowan drove to East Passyunk Avenue where they approached a male victim, police said. Jacobus once again showed a badge and asked for the victim's ID, claiming he matched the description of a criminal, according to investigators. Jacobus then took the man's wallet and handed it back to him, police said. As Jacobus and Rowan left the scene, the victim checked his wallet and discovered $14 in cash were missing, police said.

On Wednesday 3rd district officers spotted the suspects inside a 1999 Jeep Cherokee on the 100 block of Fernon Street, police said. They were both arrested and transported to the South Detective Division.
