PHA's Ins. Co. May Pay $250K to Settle Sex Harassment Claim

An ex-PHA employee is making the allegations against Carl Greene.

The Philadelphia Housing Authority’s insurance company has reportedly agreed to settle a sexual harassment claim against executive director Carl R. Greene in the amount of $250K, according to The Delaware County Times.

The accuser, 29-year-old Elizabeth Helm, was an interior designer/planner for the PHA.

In April, Helm sent a four-page letter to Mayor Michael Nutter, former mayor and PHA board chairman John Street, Gov. Ed Rendell and nine others accusing Greene of making unwanted sexual advances, reports the Philadelphia Inquirer.

The quarter of a million dollar settlement will be paid with money from the insurance company and not with Housing Authority money, therefore no board vote is required, PHA spokesman Kirk Dorn told the Inky.

The agreement between Helm and the PHA’s insurance company is not yet in writing, although the victim’s attorney does confirm that the Housing Authority Risk Retention Group has accepted settlement demands. 

Aside from the claims made by Helm, other women have filed complaints against Greene. The PHA confirmed that two of the cases have been settled, according to the Inquirer.
