A driver who witnessed a horrific hit-and-run crash that sent a mother and her two young children to the hospital released new dashcam video of the incident that he hopes will lead to an arrest.

On Feb. 2, shortly before 1 p.m., a Honda Accord struck a 30-year-old mom, her 5-year-old daughter and her 4-month-old son as they were walking across the intersection of Dickinson and Broad streets in South Philadelphia. The vehicle then sped away from the scene without stopping.

On Wednesday a driver who witnessed the crash sent NBC10 video of the hit-and-run taken from his windshield mounted camera. The man, who did not want to be identified, told NBC10 he’s been haunted by the video for more than a week but wanted to submit it in order to provide the public a closer view of the hit-and-run vehicle. The dashcam video shows the Honda crashing into all three victims and then speeding off. The witness told NBC10 he’s certain the hit-and-run driver was a woman and that she also ran a red light at the intersection before striking the family.

"It doesn't appear, at this time, with the information that I have, that the car slowed down and stopped," said Philadelphia Police Captain Drew Techner. "Instead the car fled eastbound on Dickinson Street from Broad Street."

The mother was taken to Hahnemann Hospital and her children were taken to the Children's Hospital of Philadelphia.

The mother is being treated for head injuries and is currently in critical but stable condition. Both children are in stable condition.

Witnesses say the vehicle that struck the family is missing the passenger's side mirror.

NBC10 also obtained surveillance video last week showing a different view of the hit-and-run. That video shows the 5-year-old girl flying 20 feet into the street after being struck by the car.

Christopher Tereo, who works near the scene of the crash, told NBC10 that he witnessed the aftermath.

"I actually heard the young girl screaming and crying," Tereo said. "I saw the mom. She was lying on the ground. She was unconscious and I saw them holding the baby. It was pretty disturbing."

The mom suffered head injuries, her 5-year-old daughter broke her leg and femur while the baby boy suffered scrapes to his head. They were all treated at area hospitals and later released.

The hit-and-run vehicle is described as a 2-door, cherry red 2001 Honda Accord with a Pennsylvania tag, damage to its hood and a missing passenger side mirror. If you have any information, please call 215-685-3180/81 or 911.
