Woman Who Recorded Day Care Worker Tying Boy Up Speaks Out

A woman who recorded a Philadelphia day care worker tying a 4-year-old boy up and shaking him is speaking out. The woman said she recorded the incident in order to capture evidence of the worker’s abuse.
