Driver Strikes Children Who Darted Into Street While Heading to School

Two children were hit on their way to school in North Philadelphia on Tuesday morning. The driver was released after police reviewed surveillance video of the incident. The children were rushed to the hospital and listed in stable condition with cuts and bruises.
