It?s a fight between history and safety over a Chester County gristmill. The old Hershey Mill in East Goshen Township, Pa. is a serene place for fishing and reflection, but its dam may not be able to handle severe flooding — causing a catastrophe. So now officials have to weigh the cost of saving the structure or simply knocking it down.
