Police Investigating After Dead Woman Found Stabbed, Handcuffed in Park

Police are investigating after a motorist driving through Fairmount Park in West Philadelphia stumbled upon a gruesome scene Tuesday morning: the body of a woman who had been handcuffed and stabbed in the stomach. NBC10’s Pamela Osborne is live at the scene with the latest on the investigation.
