Richard Ross' Sudden Resignation Leaves Philly Police With New Commissioner

Richard Ross has resigned as commissioner of the Philadelphia Police Department after a lawsuit filed by two female police officers who say their complaints of sexual harassment and racial discrimination in the department were ignored by supervisors. Mayor Jim Kenney appointed Deputy Commissioner Christine Coulter in Ross’ place.
