Police Commissioner Kevin Bethel releases a new plan on making Philly safer

One of the main problems the Philadelphia Police Department is facing is the lack of staffing. Police Commissioner Kevin Bethel spoke on community policing, community partnerships and smart policing to help make Philadelphia a safer place—but to do this, first more officers are needed.
