Parents of Malnourished Boy to Appear in Court

Victor and Olaifa Ramos, the parents of the six-year-old boy who was compared to a child in a third world country are being formally charged in court Thursday. NBC10’s Katy Zachry is at the courthouse, waiting for the couple to arrive.
