Mom Says Foster Care System Failed Her Daughter

The mother of a 7-year-old told the foster system that her daughter is in that she was being sexually abused by the man caring for her. She says they ignored her complaints. Now, the man is charged, but only after the abuse happened again. NBC10 Investigator Harry Hairston has the story.
