Man Who Drowned in Delaware River Recently Celebrated Birthday

Friends and family of Chris Allen, who they say was the man who drowned in the Delaware River Sunday, say he celebrated his 46th birthday the day before. Rescue crews found his body Sunday night close to National Park, Gloucester County, at the bottom of the river.
