Loved Ones Celebrate Birthday of Young Boy Who Was Shot and Killed

Grieving loved ones and a community held a birthday party for a young boy who was shot and killed in Philadelphia last summer. The celebration occurred the same day city council announced a plan to help stop the violence in Philadelphia. NBC10’s Aaron Baskerville explains.
