Husband, Wife Arraigned on Dog-Fighting Charges

Shane Santiago and his wife were arraigned in Chester County Friday on charges stemming from a dog-fighting ring they were allegedly running from their home. The couple is also facing child endangerment charges because police say the family was living in filth and the parents killed the dogs while the kids were home.
