Few Philly Restaurants Expand Indoor Dining by Valentine's Weekend

Restaurant owners told NBC10’s Drew Smith the ventilation guidelines established by the city were complicated. Many businesses are still keeping indoor dining at 25% instead of 50% until they get a handle on the new guidelines.
