A grieving daughter marks a somber Anniversary in Cumberland County, N.J. Lisa Skinner?s father died in a hit and run accident. The driver has never been caught. But it prompted her to lead the fight for passage of Skinner’s Law, which toughens the penalties for drivers who leave the scene of a fatal accident.
