Chemical Oversight Expert: Explosion Could Have Been Much Worse

An official with an investigatory agency that will delve into the cause of and fallout from the fiery blast Friday at a refinery in South Philadelphia said the region dodged a bullet. If another chemical had been involved, the explosion could have been a catastrophe to human life.
