Car Crash Blackmail?

A local driver felt like he was being held hostage after what he calls a minor accident. It almost cost him dearly as PENNDot demanded that he pay for damages allegedly done to a barriacde but there appeared to be no damage. The NBC10 Investigators got involved and got action.
