Another Homicide for West Philadelphia Neighborhood

For the second straight day, an afternoon homicide stopped a Philadelphia neighborhood in its tracks. A young man was shot and killed in West Philadelphia hours after the city’s police commissioner said the section had seen a sharp decline in murders from August to October.
