2 Arrested for Heroin Deal: Cops

Police arrested two Delaware men after catching them in the middle of a drug deal, according to investigators.

On Thursday, around 1:10 p.m., police say they spotted Russell Balko, 25, of New Castle, sitting at a bus stop at the intersection of Rivers End Drive and Belltown Terrace in Newark, Delaware. Officers were patrolling the area at the time because of recent drug activity.

Investigators say Rahmorial Pennewell, 22, of Wilmington, walked towards Balko and gave him a clear plastic package. Police then say the two men left the area and walked on Rivers End Drive toward Deep Creek Terrace.

Officers soon converged on the area. Pennewell was immediately taken into custody while Balko allegedly tried to flee the scene. Balko was then captured and taken into custody after a brief chase.

Police say Balko was in possession of 8 bags of heroin. They also say Pennewell was in possession of $170 of suspected drug money.

Pennewell is charged with delivery of heroin while Balko is charged with possession of heroin and resisting arrest.

Pennewell was arraigned and committed to the Howard Young Correctional Institute after failing to post $4,000 secured bail on the charges and $3,380 secured and $386 cash bail on two outstanding warrants. Balko was arraigned and released on $2,000 unsecured bond.
