Chester County Among Pa. Counties Urging for Wolf to Move Them to ‘Yellow Phase'

Pennsylvania counties in the “red phase” are calling for Gov. Wolf to place them in the “yellow phase.” Wolf said he would announce more counties on Friday but didn’t specify which ones.
