U.S. pending home sales up in Feb.; Philly’s down

Some economists hesitantly consider it a "ray of sunshine," and Wall Street reacted by buying homebuilders' stocks as pending sales for existing homes in February rose 2.1 percent nationally from the record low they reached in January.
