University of Pennsylvania students will be tested for the coronavirus before they travel to school and after they arrive.

Philadelphia health commissioner Thomas Farley announced COVID-19 cases in the city are up from last week. He also said delays in testing results and low turnout are causing blind spots. NBC10 investigative reporter Mitch Blacher has the details.
