Biden is speaking Monday to a group of about 800 at the Committee of Seventy's annual breakfast. The organization is a nonpartisan election and governmental watchdog group that closely monitors political activity in the city.
The Committee of Seventy has advocated for eliminating wasteful spending, protecting voter rights and ethical government policy.
