The final seat on the Philadelphia City Council will be filled by Republican David Oh.
The election victory was determined on Tuesday, after the completion of the count of absentee, military and provisional ballots.
A week ago on election night, Oh had around 160 more votes than fellow Republican Al Taubenberger. The additional votes failed to give an edge to Taubenberger.
This is quite a different outcome for Oh than he faced in 2007. In that election he pulled ahead on election night, only to fall behind and lose his city council bid after the absentee vote count.
For Taubenberger, the decision marks his second straight defeat for a city office. Taubenberger was the GOP mayoral nominee in 2007. On Tuesday, he conceded the council race to Oh.
State Rep. Dennis O'Brien won the other Republican at-large City Council seat.
Oh and O'Brien are succeeding Republicans Frank Rizzo and Jack Kelly.

All five Democratic at-large council incumbents won reelection.
In January, one of the first major acts for the new council will be the election of its new president to replace the retiring Anna Verna. Political insiders are pointing to 5th District Councilman Darrell Clarke as her likely successor, although 9th District Councilwoman Marian Tasco is also being considered.
