Blackwater Tapped Foreigners on Secret CIA Program

Federal agency worked with Blackwater in 2004

The CIA tapped the resources of security company Blackwater USA when it needed to kill or capture terrorists in 2004, a former senior CIA official said Saturday.

Blackwater offered the federal agency during the year the services of foreigners with the skills to hunt suspected terrorists in parts of the world where the CIA's arm couldn't reach, the source said.

Now called Xe Services after a name change thanks to its controversial public reputation, Blackwater assured the CIA it could "put people on the ground to provide the surveillance and support -- all of the things you need to conduct an operation," the source told the Associated Press.

Xe reps did not return calls to comment on the secret program.
