The U.S. Supreme Court Thursday dealt a blow to the Obama administration by narrowing the president’s power to make recess appointments, NBC News reported. The decision was unanimous. At issue was whether the Senate can frustrate a president's ability to make recess appointments by holding "pro forma" sessions where every three days a senator gavels the chamber to order then immediately calls a recess.
