"We have been receiving complaints for years from tourists and people who live in Old San Juan," the order stated. The executive order went into effect days after people posted pictures of a horse collapsing in the city on social media. The carriages have been a popular activity for tourists wanting to embark on the historic city. A family-run business owned the horses and a neighbor said the animals were treated well.
