Typhoon Washi Leaves 1,400 Dead or Missing

A tropical storm near Manila, Philippines triggered flash floods that killed 650 people, many of them caught in their beds. The Philippine National Red Cross there said the death toll had finally topped out. The Red Cross said the casualty number was based on funeral parlor body counts. With hundreds unaccounted for, rescue teams trolled the coast for survivors. Winds tore through cities across huge regions in the country's south and rivers swept bodies out to sea. The chaos erupted after rain poured down for more than 12 hours straight. Tropical Storm Washi and the resultant flooding affected nearly 20,000 residents in Cagayan de Oro City alone, a city representative said.
