In a move that could threaten U.S.-backed peace talks, Palestinian President Mahmoud Abbas' Palestinian Liberation Organization and Gaza-based Islamist group Hamas announced a plan to form a unity government within five weeks. The move came despite Israeli Prime Minister Benjamin Netanyahu's warning that Abbas could have peace with Hamas or Israel, but not both. Abbas said Tuesday that should peace talks fail, Israel will be responsible for governing, funding, and protecting the 2.5 million who live in Palestinian territories.
