Quinton Keel had been accused of lying to federal investigators and retaliating against whistleblowers. He came under further scrutiny when reports emerged that partial remains of 9/11 victims and service members killed in Iraq and Afghanistan had been incinerated and disposed of in a Virginia landfill. A senior defense official told NBC News that "if he hadn't quit, he would have been fired."
