The director at the center of the Dover Air Force Base mortuary scandal has resigned, government officials confirmed to NBC Friday. Quinton Keel had been accused of lying to federal investigators and retaliating against whistleblowers. He came under further scrutiny when reports emerged that partial remains of 9/11 victims and service members killed in Iraq and Afghanistan had been incinerated and disposed of in a Virginia landfill. A senior defense official told NBC News that "if he hadn't quit, he would have been fired."
