The shooting occurred around 12:30 a.m. Tuesday along North Broad Street near Erie Avenue in the Tioga neighborhood. The gunman fled the scene but was caught a short time later following a traffic stop at North 15th Street and Indiana Avenue.

Authorities say a man involved in the argument pulled out a gun and fired 11 shots. The man he was arguing with was hit by two bullets, while another bullet wounded the bystander.

Both victims were taken to a hospital, where they were each listed in stable condition. One victim, a 30-year-old was shot in the back, while the other shooting victim, a 36-year-old, was shot in the right knee.

Authorities have not said why the men were arguing or disclosed what charges will be filed against the shooter.
