Head of Non-Profit Accused of Using Tax $$ for Plastic Surgery

The executive director of a nonprofit Philadelphia agency, named Colours, illegally used the agency's money to pay for plastic surgery, dog grooming services and a vacation cruise, according to federal and city authorities.
